On this day 250 years ago Patriot leader Josiah Quincy, Jr. set sail from Salem, Massachusetts, on a secret mission to England. Quincy was a member of the Boston Committees of Correspondence and Safety, confidant of Samuel Adams, and author of numerous pamphlets and articles supporting the Patriot cause and Observations on the Boston Port Bill, with Thoughts on Civil Society and Standing Armies, one of the most influential publications fanning the flames of Revolution.

Also on this day, Pennsylvania Delegate Joseph Galloway introduced in the Continental Congress his proposed Plan of Union with Great Britain. His Plan would have a President General appointed by the King and a Grand Council with representatives chosen by the legislatures of each of the 13 colonies (all 12 colonies represented in the Continental Congress plus Georgia) to govern the colonies.
